The eligible family members of a person can also head out to Canada to work. It is possible under the new policy of open work permit
There is a new policy up, with the name Open Work Permit. It is for the essential workers and also for the international students. This application is valid for the individuals to apply for until December 31, 2022. All the applicants who are already under the TR to PR pathways are now eligible to add their dependents to the new open work permit.
This new permit was launched on July 26 and is especially for the TR to PR applicants who are currently residing or working in Canada. Hence, it allows the applicants to continue with their working efforts while they are waiting for their PR application results.
The condition is that the family members need to be residing in Canada and should meet the eligibility requirements to attain a work permit. Upon attaining that, they can also work in Canada!
Eligibility Criteria for the Dependents or Family Members
- The principal application should have stated your name as the immediate family member over their PR application. The immediate family members are the spouse, common-law partner, and biological children.
- The children equal to or over 18 can be added to the names within the work permit. The name of younger kids can be added to the study permit.
- The dependents or family members will have to submit several documents at the time of applying. Considering the dependent or member, you are adding, you will have to produce marriage certificates or birth certificates. Along with that, you will also need to produce a Statutory Declaration of Common-Law Union if you are stating the name for a common-law relationship.
- The immigration officer might also ask you questions to verify your relationship with the person. He/she will determine whether the relationship is genuine for immigration or not.

Certain Occupations have picked up a demanding hike in B.C. amidst the pandemic.
COVID 19 has impacted the working sector with major alterations.
Most sectors have taken a negative blow, as the shutdowns resulted in suppressing the supply-demand flow. The most affected sectors due to the pandemic were the hospitality and tourism sectors. But, some of the selected sectors did experience a progressive hike, and the vacancies increased.
The federal government took the pain to implement research on how the pandemic impacted the labour force in each territory and province. As per this research report, there are ten shortlisted jobs that gained demand hike during the COVID 19 crisis in B.C. The jobs are listed below for your knowledge, with respect to the National Occupational Classification code or NOC code.
1. NOC 1432- Payroll Administrators
The job role of payroll administrators demands them to collect, verifying and processing the payroll information. They determine the payouts and the benefits that are provided to the employees of an organization. Not just that, but their main job is to maintain the payroll record on per monthly and annual basis.
After COVID-19 brought in its crisis, the employment demands for this job dropped by 16% as of the month of April 2020. This drop was recorded in comparison to the statistics of 2019. But, the employment level for this profession rose again with the gradual rise of the demand. Most of the employers needed back support to analyze their revenue loss potential due to the pandemic outcomes. Therefore, the need for payroll administrators boomed to ensure that there was a limitation set upon the cost of employees.
2. NOC 2171- Information System Analysts & Consultants
The job role for such professionals is to analyze the system, test the requirements, and then implement the plans, procedures & policies. Not just that, but they have the authority to give their point of recommendations upon the issues within information systems.
This job or occupation did gain a trending peak after the pandemic took over. This effect is also expected to boom even after the pandemic is gone completely out of existence. The reason behind it is that the businesses started to depend upon the employees a lot, while the offices were forced to work from home. As a result, the need for some advanced technology and data security popped up. Hence, the companies started recruiting Information systems, analysts & consultants.
3. NOC 2174- Computer Programmers & Interactive Media Developers
Computer programmers have the ideology and expertise to write codes for developing or upgrading software. Not just that, but they have the knowledge to implement, test, and even modify the codes as per the specific needs of the individual software. On the other hand, interactive media developers’ job is to implement their focus upon developing mobile apps, computer games, video, film, training apps, and other such media solutions.
The employment aspects for this profession expanded amidst the pandemic. The reason behind this surge of demand is that the companies needed computer software solutions for all of the employees who were designated to work from home.
4. NOC 4413- Elementary & Secondary School Teacher Assistants
The job role for these assistants is to offer help to the students and teachers during the ongoing classes and other such associated tasks. The intention of these assistants is to maintain the decorum of behaviour and teaching management.
The employment aspects for this profession were also hiked with around 44% in the month of April 2020. This hike percentage is a straight comparison with the statistics of April 2019.
Most of the schools within the B.C. were leveraging the potential of online learning back during the crisis! It all started back in 2020 when the COVID restrictions were imposed. As of now, the in-class or physical learning is resumed in B.C. And there was a need for fund-raisers to increase the safety aspects within the institutions and to propose new learning measures. Bringing in the teacher assistant profession was an evolving learning measure that was proposed upon re-opening of the schools.
Therefore, you can conclude that teacher assistants intend to continue playing a superior role in both online and offline cases.
5. NOC 6221- Technical Sales Specialists
The technical sales specialists are designated to handle sales for technical goods & services. They sell their products or services to governments. Not just that, but their service extends to even industrial and commercial establishments. Some of such professionals are also working within the wholesale trade.
The pandemic took over the globe in the month of March 2020. The employment for this profession was initially dropping. But by the month of May 2020, the employment aspects and demand for this profession increased to substantial heights. It seemed like the industries and government sectors are restarting their establishments, and they need technical goods & services for the same.
6. NOC 6322- Cooks
Cooks intend to prepare or cook food! They are required in restaurants, small or big hotels, educational hubs, hospitals, and many other establishments.
The restaurants and other public places were closed during the pandemic! But home delivery was still the option. As people got the convenience to order food from home, the demand for restaurant food increased, along with the demand for cooks. Therefore, restaurants started to hire more cooks.
7. NOC 6733- Janitors, Caretakers, and the Building Superintendents
The job role of Janitors and Caretakers is to keep the commercial, residential and institutional buildings maintained and clean. The building superintendents hold the responsibility for all of the operations that are carried out within the building or establishment.
The demand for these professions picked up pace as of March 2020. There was an increased surge of demand for frequent sanitization and cleaning at different sectors to control the spread of COVID. Hence the demand increased!
8. NOC 7452- Material Handlers
The material handlers are proficient in handling, moving, loading, and unloading materials of all types. The employment need for this profession or job has significantly doubled as of 2020 than 2019. There is a record-breaking increase of 91% in demand for this job.
The reason behind this demanding hike is the necessity of frequent loading & unloading of essential items such as cleaning essentials, food, PPE kits, and others.
9. NOC 7511- Truck Drivers
The truck drivers are experienced handlers of transportation trucks to ship the goods and products without restrictions upon distances. These professionals helped deliver essentials across B.C during the pandemic. Therefore, the demand hiked for truck drivers during COVID 19 and B.C. Truckers Association along with the government categorized the trucks as food trucks, rest areas, and inspection stations.
10. NOC 8231- Underground Production & Development Miners
The job of these professionals is to commence with drilling, blasting, and operating the mining machinery. They do the job of extracting ore and coal from the mines. They even create tunnels & passageways for easy operations.
During the pandemic, the demand for these professionals dropped, but now there are high-paying opportunities within this profession.
Immigration to B.C. upon Working in these Professions
Economic immigration to Canada’s provinces has the policy to address the need for the labour market. It is to strengthen the economic growth potential of Canada. There are few paths, walking upon which one can attain permanent residence as well.
You need experience in any of the above professions and use it to apply for P.R., with the help of Express Entry. All of these jobs with NOC codes mean that you need to be skilled in your respective professions to take the job. Artists aspiring to perform in Canada must follow some important implications for obtaining the legal privilege for carrying out their work. Generally, Canadian law implies that foreign nationals seeking to work in Canada must obtain the relevant work permits. On the other hand, Canadian law also offers certain exceptions in the requirement of work permits for foreign nationals.
Exceptions to the Work Permit Rule for Foreign Performing Artists
Performing artists could bypass the need for work permits to work in Canada if they fall in one of the exceptions. So, what are the cases where you wouldn’t need a work permit as a foreign performing artist in Canada? Here are the three important exceptions to the work permit rule.
Business Visitors
Performing artists engaging in international business on Canadian soil without a direct entry into the Canadian labour market qualify business visitors. For example, a film director working on a film based on completely foreign funding could be a business visitor. In addition, an actor working in a cameo appearance would also qualify as an exception to the work permit rule. All the essential participants associated with a foreign-financed commercial shoot, spanning a duration of fewer than two weeks, are also categorized as business visitors.
Limited-time Performance Artists
If the performing artists and their crew come to Canada for a limited time or frequency of work, they don’t need work permits. For example, singers coming to music festivals for a few days or bands performing concerts in a week come under this category. People working for foreign circuses visiting Canada also don’t need work permits. In addition, guest orchestral conductors would also qualify as exceptions to the work permit rule. The essential staff of the performing artists are also exempt from the necessity of a work permit.
The staff of foreign news outlets reporting on Canada also don’t need work permits.
When Do You Need Work Permits?
On the other hand, foreign performing artists would need a work permit and a Labor Market Impact Assessment (LMIA) in following conditions.
If the job is long-term and involves a regular role at a permanent organization.
If the performing artist, singer, musician or crew comes to Canada for a duration exceeding two weeks.
Remember that actors and crew for film, television and radio shows, other than guest and cameo appearances, would need work permits, albeit without LMIAs.
The LMIA is an essential requirement to apply for a work permit. The employer has to complete the LMIA by showcasing the overall impact of the foreign hire on the Canadian labour market. The LMIA process also requires verification that any Canadian is not able or willing to take on the job.
The basic premise of allocating work permits and LMIAs to foreign performing artists revolves around safeguarding the Canadian labour market. The Canadian government has distinct definitions for foreign workers, contrary to commonly assumed definitions in context of labour markets. According to the government, a foreigner could truly enter the labour market only when they are competing with Canadians for the job and would need work permits. However, any foreigner working on a job that no Canadian would have done does not venture into the Canadian labour market.

Most of the employers across Atlantic Canada find it challenging to find qualified employees because there is a dearth of applicants who are skilled enough for the jobs. According to a report by the Harris Center at Memorial University in Newfoundland titled Employer Attitudes Towards Hiring Newcomers and International Students in the Atlantic Provinces, this is the truth of Atlantic Canada.
The report is a concise one that covers employers’ attitudes and perceptions about employment. Employers go through certain challenges associated with hiring newcomers and immigrants. It covers the different hurdles that oppose the integration of newcomers in the Canadian labor market.
Atlantic Canada includes the four easternmost provinces in Canada that are New Brunswick, Newfoundland and Labrador, Nova Scotia, and Prince Edward Island.
According to the report, most of the Atlantic Canada employers who received applications from newcomers and immigrants accepted at least one of the immigrants and international students.
Additionally, almost 88 percent of employers who were part of the survey said that they had positive experiences with immigrant workers they hired. They had positive things to say because they found that international hires had more skill and expertise in the field they were employed in. they also found that immigrant workers had more reliability.
This report shows that employers in Atlantic Canada prefer hiring immigrant workers. However, the Canadian provinces find it difficult to retain immigrants in their respective regions. Therefore, immigrant workers do not find stable employment for the most part.
Low immigration rates in Atlantic Canada
Apart from the above challenge, there is a population crisis ongoing in Atlantic Canada. The region has an aging population with a declining fertility rate. On the other hand, the international students who come to study in the region leave it for better opportunities of employment. Employment seeking is the biggest reason for leaving the immigrant population. Therefore, Atlantic Canada lacks a young and dynamic employable population.
Such is the situation around the Atlantic Canada region that only 3 percent of the immigrant population in Canada chose to stay here in 2010. In 2016, this figure rose to 5 percent. The Canadian Government launched the Atlantic Immigration Pilot in 2017. This led to an increased inflow of the immigrant population to the region. The immigration population rose to 22 percent and 26 percent in 2018 and 2019, respectively.
However, the Atlantic Canada region still lacks in immigrant retention. In fact, most of the immigrants choose to stay in the prime cities of Toronto and Vancouver. Therefore, Atlantic Canada has the lowest immigration rates even today.
How can Atlantic Canada retain immigrants?
There are many novel approaches that the study mentions to increase immigrant retention in the region. For example, the study recommends the introduction of an immigration policy that suits the requirements of the employers. There is a lack of immigrant applicants that needs a better immigration policies to fill in the labor needs.
The study also recommends intercultural training to increase language proficiency and decrease intercultural differences. Another recommendation is to improve workplace practices. Some of these recommendations have improved the scenario already. There is an improvement in immigration and retention rates in Atlantic Canada. The employers participating in the study also stated that different stakeholder organizations of the Canadian society should improve upon children’s education, spousal employment, healthcare, and housing. This will help in the retention of immigrants as it will improve their living conditions in the region.
