Newfoundland and Labrador Provincial Nominee Program (NLPNP)

The province of Newfoundland and Labrador is made up of two distinct land masses – Newfoundland, which is an island, and Labrador, which is connected to the mainland. St. John’s, the province’s capital, is a population hub for the province and has a culture based to a great extent on its coastal environs. The province has recently significantly increased its contribution to the Canadian economy because of an energy and natural resources boom.

The PNP in Newfoundland and Labrador is known as NLPNP or Newfoundland and Labrador Provincial Nominee Program. The following are the categories under which it accepts nominations:

  • Skilled Worker Category
  • International Graduate Category
  • International Entrepreneur Category
  • International Graduate Entrepreneur Category
  • Atlantic Immigration Pilot Program

Newfoundland & Labrador Express Entry Skilled Worker

Aligned with the federal Express Entry program, this allows the NLPNP to nominate skilled candidates with job offers through the federal program. Nominees can apply for permanent residence under this category. They also get additional points in the Comprehensive Ranking System.

Skilled Worker Category

People who are working in the province on a valid work permit or those who have received a permanent, full-time job offer from an NL employer can apply under this category.

International Graduate Category

People who have recently graduated from a recognized and eligible Canadian post-secondary educational institute and have remained in the country on a Post-Graduate Work Permit can apply under this category. They must have a job in the province or an offer for a permanent, full-time job from an NL employer and the job must be in their field of study.

International Entrepreneur Category

Foreign nationals who want to settle in NL and create, manage, co-manage or buy a business in the province can apply under this category. Applicants need to have been operating the business for a year under a temporary work permit at the time of applying.

International Graduate Entrepreneur Category

Applicants under this category need to have graduated from a recognized NL post-secondary educational institute and be interested in buying, owning, co-owning and running a business in the province.

Atlantic Immigration Pilot Program

There are labour shortages in four Atlantic provinces and NL is one of them. Hence, it is part of a pilot program with the other three provinces in which it works with the Government of Canada to recruit workers to address the shortage. People who are either staying abroad or are staying in Canada on a temporary status can apply under this program. Applicants need to have a job offer that is from a designated employer to apply under this category.
